Small System Capacity Development

Cadmus leads the industry in helping states improve the technical, managerial, and financial capacity of small drinking water systems to reliably and consistently provide safe, affordable drinking water. We work closely with states in developing, implementing, and refining programs that meet their needs and those of their small drinking water systems.

We develop and provide state-specific implementation tools such as:

• Water system management manuals for utility board members
• Capacity manuals, self-assessment diagnostic tools, and preventive maintenance guidance manuals for water system operators
• System capacity diagnostic tools for state sanitary survey personnel
• Training for systems and technical assistance providers on issues related to capacity, asset management, and strategic planning for systems.

We also develop criteria for state personnel to use in evaluating the technical, managerial, and financial capacity of water systems. And we facilitate stakeholder meetings.
