John H. Chamberlin, Ph.D.
A principal in our Energy Services Group, John H. Chamberlin, Ph.D. is a leading expert in utility planning and pricing issues. He heads our office in Reedsburg, Wisconsin, and provides technical leadership in several practice areas, including regulatory strategy, cost-of-service analysis, rate design, retail market strategy, resource procurement strategy, and expert witness and litigation support.
Dr. Chamberlin was an executive vice president at Quantec, LLC when Cadmus acquired the firm in May 2008. Prior to joining Quantec, he was a vice president with KEMA Management Consulting, formerly XENERGY, Inc. In 1985 John co-founded Barakat and Chamberlin, Inc. (BCI), a 120-person firm that was a national leader in utility consulting for more than 10 years. He joined PG&E Energy Services as vice president of strategy and planning in 1997 after the sale of BCI to PG&E Corporation. Prior to co-founding BCI, John was a senior project manager at EPRI, a project manager at ICF Incorporated, and an economist at Westinghouse Hanford.
John Chamberlin holds a bachelor’s degree in economics from California State University and a master’s degree and a doctorate in economics from Washington State University. He is the author of numerous publications, reports, and books on such topics as utility pricing, demand-side management planning, and regulatory policy.
