Cadmus Wins Contract to Support Western Interstate Energy Board on 111(d) Compliance

Waltham, Mass., January 13, 2015—The Cadmus Group, Inc. (Cadmus) announced today that it has been awarded a contract with the Western Interstate Energy Board (WIEB) to conduct research exploring multi-state compliance options for the U.S. Environmental Protection Agency’s (EPA’s) proposed 111(d) rule, also known as the Clean Power Plan. Cadmus’ final report will be published in April 2015.

EPA’s proposed rule under Section 111(d) of the Clean Air Act will require states to reduce their carbon emissions from power plants by an estimated 30 percent from 2005 levels by 2030. The plan offers flexibility in the methods states can use to reach this reduction goal.

In this project, “Exploring the Modular Approach to Multi-state Compliance with EPA’s Proposed Rule Under Clean Air Act 111(d) in the West,” Cadmus will be conducting research and producing a final report that helps WIEB explore a coordinated (modular) approach to multi-state compliance with the proposed rule. This approach has the potential to keep compliance costs low while allowing for states to utilize consistent tracking and reporting mechanisms for compliance.

“The Clean Power Plan offers opportunities for states to draw on their existing strengths to achieve regulatory compliance,” said Hossein Haeri, Ph.D., senior vice president in charge of Cadmus’ energy services division. “WIEB is leading the way by exploring options for modular collaboration between its member states. We look forward to supporting this innovative approach with our exemplary technical expertise and deep bench of experts in renewable energy, energy efficiency, and policy.”

The final report will assess multi-state collaboration on select portions—referred to as “modules”—of state compliance plans that consider renewable energy, energy efficiency, and re-dispatch (supplanting coal and oil with lower-emitting natural gas) approaches to reducing emissions. The WIEB member states are Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.
