Patricia Hertzler
A principal in the Drinking Water and Water Quality Group, Patricia Hertzler has provided regulatory, economic, and statistical analyses to the U.S. Environmental Protection Agency (EPA) and its major drinking water, wastewater, and air programs for some 20 years. She is an expert in the regulatory development process and has extensive experience managing multi-million dollar prime contracts with the U.S. government, large work assignments, and diverse teams of subcontractors.
Ms. Hertzler currently manages our work on greenhouse-gas-reporting regulations. She also is assisting the EPA Office of Ground Water and Drinking Water’s (OGWDW’s) implementation of a database to track underground injection activities across the country. To help OGWDW determine the extent to which state water quality standards adequately protect drinking water sources, Ms. Hertzler led comprehensive reviews and analyses of the water quality standards of all 50 states, the territories, and various interstate consortia. And she served as program manager of our recent prime contract with the EPA Office of Wastewater Management, under which we provided economic modeling for regulatory development, regulatory implementation support, and program evaluations.
Patricia Hertzler has bachelor’s degrees in economics and religion (double major) from The College of William and Mary and a master’s in economics from George Mason University. She is a member of the American Water Works Association and the Water Environment Research Foundation.
