David Waldman

David WaldmanAs a principal in Cadmus’ homeland security sector, David Waldman provides subject-matter expertise on federal interagency incident management policy and coordination, national emergency preparedness and response policy, as well as continuity of government operations. He has extensive practical and consulting experience working as a senior executive in national preparedness and resilience programs; strategic planning and process improvements; senior-level facilitation; as well as response, recovery, and mitigation policy.

David’s previous work includes service on the Homeland Security Council and National Security Council staffs at the White House. He concluded his White House service as the Senior Director for Response Policy for both the George W. Bush and Obama administrations. In that capacity, he worked as the lead presidential staff advisor to the Assistant to the President for Homeland Security and other senior White House officials for consequence management and response issues. In this capacity, David chaired the Domestic Readiness Group, an interagency policy coordination body at the White House, which consisted of Assistant Secretary-level officials and other senior officials from across the federal government. David managed the federal response to over 100 presidentially declared disasters, including Hurricane Gustav, Hurricane Ike, and the H1N1 pandemic.

Appointed by the governor of Virginia, David currently serves on the Secure Commonwealth Panel in support of the Secretary of Veteran Affairs and Homeland Security. As part of his charge, he reviews, evaluates, and makes recommendations to state officials regarding emergency preparedness for the Commonwealth.

David Waldman has more than 23 years of military service, is a certified Project Management Professional, and is the former president of True North Consultants, LLC. He earned a master’s degree in strategic intelligence from the National Defense Intelligence College, where he focused on the benefits of and the process for developing a joint intelligence center to combat terrorism, as well as a Bachelor of Science in accounting and auditing at Bloomsburg University of Pennsylvania.
