M. Sami Khawaja, Ph.D.

M. Sami Khawaja provides statistical and economic consulting services to clients across the energy industry. He has nearly 40 years of experience providing thought leadership through frequent publications and conference presentations. He conducts training workshops on topics such as evaluation, cost-effectiveness, program design, planning, and statistical modeling to clients throughout the United States and Canada as well as for clients in Thailand, Jamaica, Libya, and Jordan.

Prior to joining Cadmus, Sami founded the advanced analytics consulting firm Quantec LLC. The company, which merged with Cadmus in 2008, specialized in measuring and predicting consumer behaviors and their impacts on energy, financial, and natural resources. Sami’s expertise runs the gamut from program theory and planning to implementation and evaluation.
Sami is widely published in professional journals, has presented more than 40 papers at various conferences, and is co-author of several national evaluation guidelines, including the International Performance Measurement & Verification Protocol, the National Action Plan for Energy Efficiency Impact Evaluation Guide and the Electric Power Research Institute Impact Evaluation Guide. Now an adjunct professor of economics at PSU, he teaches quantitative economics and statistics. He also is a founder of the university’s graduate certificate program in applied energy economics and policy.
