Cadmus’ Energy Services Group combines extensive regulatory experience with superb technical skills, including rate design, cost-of-service analysis, and integrated resource planning. Our staff has testified before more than 25 state regulatory bodies, the Federal Energy Regulatory Commission, and numerous public utilities, governing bodies, and civil jurisdictions. We have pioneered methodologies used to calculate marginal and avoided costs and develop innovative rate designs.

Our services include almost all aspects of resource planning, rate design, and regulatory functions: from revenue requirements to regulatory support, such as witness training and hearing preparation courses. Our list of services includes:

  • Energy supply planning,
  • Electric market analysis and deregulation, and
  • Load research and forecasting.

Our clients include both investor- and publicly-owned utilities (including municipal, federal, and state entities).

Our experienced consultants have a broad array of individual expertise, which includes managing rate departments, advising energy clients on cost-of-service and rate design matters, and setting prices at retail energy companies. We have assisted many utilities with development of effective rate, pricing, and regulatory strategies, pioneering the development of time-of-use and interruptible rates in North America. Further, we have crafted many of the initial EPRI/EEI rate design study books and monographs covering topics that have included marginal cost analysis, rate period design, and marginal cost-based rate structure development.

Recent examples of our utility regulatory support work include:

  • Determining the appropriate avoided cost for a non-PURPA wind farm,
  • Developing comments and testimony for energy-efficiency program rules,
  • Providing expert testimony in support of an integrated resource planning load forecast,
  • Developing and providing expert testimony for both electric and natural gas decoupling mechanisms,
  • Analysis and testimony on revenue requirement and allocation issues, and
  • Testifying on cost-effectiveness methodologies and program results.
