Richard Krop, Ph.D.

Richard Krop, Ph.D., is a principal in the Emerging Markets Group and head of the data collection and analysis practice, headquartered in our Santa Monica, California, office. He has more than 20 years’ experience as a policy analyst working on public infrastructure, focusing on water system finance and operations.

Dr. Krop is an expert in survey design and data collection, cost-benefit analysis, and statistical analysis and modeling. He has developed, reviewed, and evaluated cost models for several federal drinking water rules. Dr. Krop manages our work on the Community Water System Survey, the U.S. Environmental Protection Agency’s (EPA’s) primary source of information about water system finance and operations. He also leads a study exploring ways to save water and energy by encouraging the more efficient use of water by the commercial, industrial, and institutional sectors in southern California. And he researches rate setting and full-cost pricing for water utilities.

Richard Krop holds a doctorate and a master’s in policy analysis from the RAND Graduate School, in addition to a master’s in international affairs from The George Washington University and a bachelor’s in economics from Brandeis University. He teaches public finance and international economics at the University of California at Los Angeles.
